Make sure you are in offline mode on steam and start NBA 2k17 3. You need to press F1 for the tool to actually work, make sure to do it in the main menu before going into edit roster. I also changed pres' cf id, it worked on and off court cutscenes. You should modify this only after the modifier/trainer has initialized.
